第五步放艙，放給發貨人，通知國外

第七步做賬單給發貨人收款，沒收款的情況不能放貨，通知國外要控貨，收款後再做電放/SW（現在基本沒正本）

The shipper said they still didn‘t receive the payment from CNEE by now。
Please help to push CNEE to do the payment to the shipper。
Please don’t release cargo to consignee until we confirm shipper received the payment and send you HBL telex release 。
備註：碰到特殊情況怎麼郵件通知國外
比如最常見的指定貨會經常被髮貨人投訴收費標準不合理，收費太高等，怎麼給國外解釋比較好
1、關於發貨人與收貨人投訴XX發貨地的本地費用：
Dear XXX，
Good day。
The mentioned shpt， after we checked and known the shipper booking us with two shipping orders as their export licenses problem，but combined the HBL into one set after the cargo effected 。 We debit them all the local charge as usual but not increase any charges。（據實寫出原因，按往常收費，不曾有增加的費用）
We have talked with the shipper and explain all the local charges are same as the last shpt dated at JUNE，2022 under the volume 5。6CBM， the local charge were USDXXX totally， But there are 6。16CBM for this shpt， the shipper estimate the local charge under USDXXX。That is their faulty。 So they complained our local charge was higher than their estimate amount。 We have explain for them， and reduce them a little， now the total amount is usd XXX for this 6。16 cbm， shipper will negotiate with the consignee for the difference amount usdXXX， maybe they will ask consignee to pay the difference。 It is the result up to now。 We‘ll wait for the final confirmation of the shipper， pls also check with the consignee and advise us who will pay the difference of USD100？（與代理說明已經與發貨人解釋，發貨人成本算少了，沒辦法覆蓋成本，告知目前結果，是已經降價給發貨人，但是還是有差額，這個需要讓發貨人和收貨人協商，多的部分由收貨人承擔？）

貿易糾紛國外不付錢，無理要求降價，不得放貨，拍照看貨在不在倉庫
Regarding above mention shipment，this morning the shipper phoned us that they didn’t received the payment still now due to trade disputes between them。
Now the shipper negotiate with the consignee for this matter。We’ll wait for the final confirmation of the shipper，
So pls also check with the consignee and advise us the further situation。
Pls be sure that the cargoes is in your warehouse and pls take the potoes for us as per shipper‘s requirment。

3、未收款不能放貨
Shipper just phoned to us that they didn’t received the balance payment from the consignee until today but why the status is emply container return dated Sep xx？Pls see attached picture from shipper。
Shipper emphasizes that the original HBL still in his hands， Don‘t release cargo to the consignee。
Now pls check and take pictures by return that the cargoes of this container are in xxx’S WAREHOUSE。
4、收到款了，忽略上封郵件
Pls ignore the below email。
Shipper phoned us again that they just received the notice from their bank the balance payment already arriving。And they will do telex released later。
5、收貨人沒付錢給發貨人，發貨人也沒付錢給貨代。

Please assist and support this case。
Regrding above mention shipment， Shipper informed us that they didn’t received the consignee’s payment until today （The ETA XXX IS XX。XX，2022）， and the shipper have not pay the local charges to us。
