1、加強金融創新， 適應網際網路金融的發展趨勢，探索制定網際網路金融發展戰略，建立網際網路金融技術

平臺，在保障安全和合規的基礎上逐步開放網際網路金融服務介面。支援開展跨界合作，拓展金融服務場景，

建立新的獲客和活客模式，積極拓展網際網路金融跨境、跨領域、跨行業的服務能力。不斷完善上下游產業

生態鏈，加強線上線下金融服務銜接，針對細分客戶群和業務場景，提供差異化的金融產品和服務，提升

金融服務價值，構建網際網路金融生態圈。充分利用跨界資料和經驗創新業務模式，改進業務流程，完善風

險管理，提升銀行的傳統金融服務能力。鼓勵銀行間合作開展網際網路金融平臺建設，共同拓展業務，集約

使用資源，形成聯合競爭優勢；

Strengthen financial innovation， adapt to the development trend of Internet finance， explore and formulate the

development strategy of Internet finance， establish the Internet financial technology platform， and gradually open

the Internet financial service interface on the basis of security and compliance。We will support cross-border

cooperation， expand financial service scenarios， establish new customer acquisition and living models， and

actively expand cross-border， cross-sector and cross-industry service capabilities of Internet finance。 We will

continue to improve the upstream and downstream industry ecological chain， strengthen the connection between

online and offline financial services， provide differentiated financial products and services targeted at customer

groups and business scenarios， enhance the value of financial services， and build an Internet financial ecosystem。

Make full use of cross-border data and experience to innovate business models， improve business processes，

improve risk management， and enhance Banks‘ traditional financial service capabilities。 Encourage inter-bank

cooperation in the construction of Internet financial platforms， expand business together， use resources

intensively and form joint competitive advantages；

2、政府要進一步加強監管，監管要與時俱進，構建與新生的金融事物相匹配的監管制度，充分發揮政府

這隻“看得見的手”和市場這隻“看不見的手”的相互作用。在監管的過程中，政府監管應該做到不保守，不

冒進，始終以穩定金融市場為核心，對症下藥。既要合理地的解決相關問題，又對新生的金融事物不至於

帶來較為嚴重的打擊；

The government should further strengthen supervision and regulation， keep pace with the times， build a

regulatory system to match new financial matters， and give full play to the interaction between the “visible hand”

of the government and the “invisible hand” of the market。 In the process of supervision， government supervision

should be neither conservative nor aggressive， and always take the stability of the financial market as the core

interest。 It is necessary to reasonably solve the relevant problems， and new financial issues will not cause a

serious disruption to the integriy of the economy；

3、加大立法工作，彌補法律方面的空白，進一步完善相關法律法規，加強政府相關部門與金融監管部門

的合力監管，以適應日新月異的金融業發展需求，維護金融消費者合法權益；

4、積極的走出去，引進來，注重培養有創新能力的人才，敢於打破傳統，樹立創新與靈活教學觀念是培

養創新型人才的前提，完善和落實創新型的教學改革和管理制度是培養創新型人才的保障，貫徹和落實創

新型人才培養方式是培養創新型人才的關鍵；
